Program Director




The Program Director is the Chief Administrative Officer of the Program, charged by the Chief Executive Officer to be responsible for the day-today operations of the facility. S/he will be responsible for the development, implementation, management of staff and overall accountability for the program. S/he will implement the policies adopted by the agency as well as work with Urban Strategies administration in the formulation of goals and objectives essential to the compliance of the contract.



  • Masters Degree in Social Services, Business, or other related subject with at least four yearsexperience running a homeless shelter, adult group home or similar program or a Bachelors Degree with at least ten years’ experience operating a shelter program.

  • Valid New York State Drivers license

  • Strong written and verbal skills.

  • Experience managing a staff of ten or more employees

  • Strong interpersonal skills

  • Flexible and malleable to agency needs.

  • Fundraising experience.

  • Fluency in verbal and written Spanish desirable.

  • Previous experience in running a shelter program in the New York metropolitan area desirable.

  • Experience with fundraising and program budgeting desirable.



  • Oversees the daytoday operations of the facility; ensure programs function efficiently and effectively.

  • Implement guidelines set by the funding source for contract compliance; work with funding agency to ensure contractual issues and needs are addressed.

  • Assist in hiring qualified staff for different components of the Program.

  • Monitor program budget and other fiscal issues.

  • Formulate measurable job description for the staff and staff training.

  • Adhere to State and local laws and regulations set forth in the shelter guidelines.

  • Supervise and discipline staff.

  • Implement and enforce Urban Strategies, Inc.’ policies with the staff.

  • Review, approve and submit staff biweekly payroll transmittals to Human Resources in a timely manner.

  • Provide residents with rules and regulations of the shelter.

  • Schedule case conference and address issues of concerns.

  • Meet with the department heads for briefing on issues regarding the facility and the residents.

  • Notify the Executive Director of matters of concern affecting the shelter that require immediate attention.

  • Attend bi-weekly Director’s meetings as well as all required agency and funder training.

  • Maintain a drug-free shelter environment.

  • Coordinates referral services for residents.

  • Provide monthly reports to the executive director.

  • Ensures that all incidents are properly documented and forwarded to required agency and DHS personnel.


Annual salary range is $80,000-$95,000.
